FOR CONTRACTORS
Background:
In March 2008, the U.S. Environmental Protection Agency (US EPA) announced a final regulation aimed at minimizing the impact renovation activities has on the generation of hazardous levels of lead dust in older homes and child-occupied facilities.
Beginning in April 2010, federal law will require that contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and follow specific work practices to prevent lead contamination. This regulation, referred to as the Renovation, Repair and Painting (RRP) Rule, will have an effect on any renovation activity carried out by general contractors, plumbers, painters, maintenance workers, specialty trades, etc. in designated structures, specifically those built prior to 1978, when the use of lead as an additive in paint was banned.
Exposure to lead, whether from dust caused by renovation activities that disturb lead paint, general deterioration of paint, or other occupational and environmental sources, has been known to illicit various health effects, including learning disabilities, behavioral issues, stunted growth, seizures and death in children, and reproductive, nervous system disorders and other problems in adults. Children under the age of six and pregnant women are especially at risk.
Requirements of the Regulation:
The RRP Rule designates specific requirements for individuals and firms who are incorporated into this regulation, some of these requirements include:
PRE-JOB REQUIREMENTS- Prior to the start of any regulated project, the Certified Firm is required to test the surfaces to be impacted for the presence of lead paint. (Leadcheck Swabs)
PROJECT COMPLETION- At the conclusion of a regulated job, the RRP Rule requires assurance that lead dust is not present in hazardous levels. Cleaning Verification can be performed by the Certified Renovator, that includes a wipe test. Although third party analysis is not currently required by law, it is a smart idea for liability reasons in high profile or child-occupied facilities. (DustWipe Kits)
Using third party dust wipe analysis ensures an area is free of lead hazards and decreases liability for a contractor.
FOR NON-PROFITS & COMMUNITY-BASED ORGANIZATIONS
The goal of any educational and outreach project is to protect the health of children by preventing childhood lead poisoning and promoting health among children (0-6 years of age) through education, safe environments, screening and early intervention. As part of an educational and outreach plan, home test kits can be handed out to test for the presence of lead.
The objective of a dust kit project is to encourage parents to check their homes for lead dust hazards because of the strong relationship between housing conditions and the health of its occupants. These projects can be targeted by priority zip code or Elevated Blood Lead Level (EBLL) children.
Outcomes for a similar project include data regarding the number of properties occupied by children with EBLLs where lead hazards exist or lead screening of pre-1978 housing.
